Created in 1978, the Executive Director is the chief administrative
officer for the Board and serves at the pleasure of the five members
of the Budget and Control Board. His office is responsible for administration,
operation of the Board divisions, and legal matters.
Frank Fusco was named the Board's Executive Director on August 15, 2007. He previously served as
Executive Director from 2001 to 2007. Fusco has more than three decades of experience as an auditor
and staff member in the legislative and executive branches specializing in state budget and finance.
Throughout his career he has been an advocate of continuous performance improvement and has
consistently worked to give public employees the tools and training to meet customer needs. In 2005
he was presented the Milliken Medal of Quality by the S.C. Quality Forum for demonstrating leadership,
innovation, and outstanding achievement in the implementation of quality systems.
